Authorization

The Assam Agricultural University was established under the Assam Act XXIV of 1968, by a notification of the Govt. of Assam in the Assam Gazette extraordinary dated 02-01-1969 following its adoption by the Assam Legislative Assembly and the ascent of the Hon’ble Governor of Assam on 31-12-1968. Vide the above act chapter II clause 7(9) the University is authorized to maintain colleges relating to agriculture, fisheries, dairying, veterinary medicine, animal science, home science, agricultural engineering, forestry and allied sciences.

Establishment of the College of Fisheries at the instance of the Govt. of Assam was communicated by the State Govt. vide No. VFF. 286/ 84/ 143 Dtd. 25-07-1986.
As per the Act the College is authorized to implement syllabus by the Academic Council of the University, conduct examinations and submit the marks to the Office of the Registrar for compilation and announcement of results and confer of degree thereof. The Academic Regulations of the University govern the academic activities of the College.

The Act under Chapter VI specifies the procedure of appointment of teachers, officers and staffs; while Chapter VII indicates the provisions for pension/ provident fund of the employees.

As per the delegation of administrative and financial power rules, 1988 of Assam Agril. University (as amended) the Dean shall exercise all the powers delegated to him under the rules. They shall exercise the powers conferred on them under the university Act.

Power and Responsibilities of BOM

  1. The Board shall exercise and perform the following powers and functions namely:
    • To review and consider the financial requirements and estimates for the University and approve its budget.
    • To approve the recommendations for appointment of teachers, officers, and other staff of the university in the manner prescribed.
    • To borrow money for capital improvements and make suitable arrangements for its repayment.
    • To arrange for investment and withdrawal of funds of the University.
    • To provide for accepting, acquiring, holding and disposal of property on behalf of the University.
    • To direct the form and use of the common seal of the University.
    • To appoint such committees either standing or temporary as the Board may consider necessary and determine the terms of references thereof within the limitations of the Act or the Statutes.
    • To determine and regulate all policies relating to the University in accordance with this Act or the Statutes.
    • To make financial provision for instruction, teaching and training in such branches of learning and courses of study as determined by the Academic Council within the purposes of this Act, and for Research and for the advancement and dissemination of knowledge.
    • To provide for the establishment and maintenance of colleges, hostels, laboratories, experimental farms and other facilities necessary for carrying out the purposes of the Act.
    • To make provisions for institution and conferring degrees, diplomas, certificates and other academic distinctions.
    • To provide for the institution, maintenance and award of scholarships, fellowships studentships, medals, prizes etc.
    • To accept on behalf of the University trust, bequests and donations.
    • To meet at such times and in such places as it consider necessary provided that it shall hold regular meetings at every two months and at least half of such meetings shall be held at same branch of the University and
    • To exercise such other powers and perform such other duties not inconsistent with this Act or Statutes as may be necessary for carrying out the purposes of the Act.
  2. The Board may for purposes of consultation invite any person having experiences or special knowledge on any subject under consideration to attend its meetings. Such persons may speak in and otherwise take part in the proceedings of such meetings but shall not be entitled to vote any such meetings; any persons so invited shall be entitled to such allowances for attending the meeting as may be prescribed.

RESEARCH

The College under the Director of Research (Veterinary) find out the priority areas of research in fisheries for the North Eastern Region and the country, wherein all teachers of the college participate. The matters are then placed before the Research Advisory Committee under the DR (Vety.) for approval. Teachers accordingly frame research proposals to submit to different sponsoring agencies for funbding. As the funding agencies approve and finance such research proposals the College implements the same. Presently the following research schemes are going on at the college.

EXTENSION

Apart from the own institutional extension activities of the College and it also organizes the sponsored workshops/ seminar/ trainings etc. At the request of the sponsoring agencies, proposals are prepared and submitted by the faculties through the Dean to the concerned organization. At present the following extension activities are going on.

RECOGNIZED BODY

The Alumni Association of College of Fisheries-Raha is the only recognized body of the College.
